Nothing would justify such acts. The resolute fight against terrorism becomes all the more necessary than ever. It also demands that each one demonstrates his sense of responsibility in order to avoid the spiraling of violence.

Statement issued by the Russian Ministry of Foreign Affairs in connection with Terrorist act in the Indian State of Jammu and Kashmir:
Moscow has received with deep concern reports about latest terrorist act in the Indian State of Jammu and Kashmir as a result of which there are many civilian casualties.
Expressing our condolences to the families of the victims, we have no doubt that behind this cruel crime there are forces which would like to sabotage efforts of the international community for reduction of tensions between India and Pakistan. The present terrorist act in Jammu and Kashmir like yesterday's attack on a group of foreign tourists in the north of Pakistan form part of the same chain of international terrorism which present today a major threat to peace and security, including in South Asia.
We emphasise that the first step in ending terrorism in Jammu and Kashmir is the consistent implementation of commitments given by the Government of Pakistan, for preventing activities of terrorist groups based on the territory under its control. Only on this basis can we see the return of normal relations between India and Pakistan, as indicated several times by President of Russian Federation V.V. Putin, leaders of India and other countries of the world.
